The following description is given for this previously unpublished name: Frutex vel arbor parva, ramis dense tomentosis; stipulis late triangularibus subulatis 2-5 mm longis dense sericeo-tomentosis vel-hirsutulis; foliis petiolatis vel superioribus sessilibus, petiolis 4-7 mm longis dense hirsutulis, laminis ovatis vel late oblongo-ovatis vel superioribus lanceolato-ellipticis vel oblongo-ellipticis apice acutis vel acuminatis basi acutis vel obtusis 4-5 cm longis 2.2 cm latis urinque velutinis vel supra breviter pilosulis subtus dense tomentosis, nervis lateralibus utroque latere 5-7; inflorescentia 3-7-cm longipedunculata dense trichotoma, floribus congestis numerosis lateralibus 1 mm longipedicellatis; bracteis lanceolatis 1.2 mm longis 0.4 mm latis; calyce hypanthioque 2.5-3.5 mm longo; hypanthio subgloboso vel urceolato 1.1-1.7 mm longo 1.8-2 mm lato extus dense cano-tomentoso; calycis lobis 5 oblongo-lanceolatis vel oblongis vel lanceolatis subacutis vel subobtusis 1.1-1.8 mm longis 0.5-0.9 mm latis extus tomentosis vel sericeo-tomentosis intus dense tomentellis; corolla hypocrateriformi 7.5- 10.5 mm longa, tubo 5.5-8.5 mm longo basi 1 mm lato apice 1.5-1.7 mm lato extus dense cano-sericeo-tomentoso intus glabro, fauce annulo incrassato crenulato vel 5-lobato munita, lobis 5 rhomboideo-obovatis vel suborbiculari-oblongis vel ovali-oblongis rotundatis 2-2.5 mm longis 1.2-1.8 mm latis extus tomentellis vel strigoso-tomentosis intus cano-tomentosis; staminibus supra medium vel in medio tubi inclusis, antheris linearibus 1.4-1.5 mm longis; stylo 5.5-6 mm longo parte inferiori sericeo-strigoso vel hispidulo superne glabro; disco apice hispidulo; capsula dense breviter lanulosa.

This species has been confused previously with the Colombian R. pubescens, from which it differs in having the outer surface of the corolla-tube dense white-tomentose instead of moderately sericeous-strigillose, calyx-lobes more densely tomentellose within and slightly broader with the apex subacute, the lower surface of the leaves densely velutinous, the tomentum hiding the leaf-surface, whereas in R. pubescens the leaf-surface shows a minute reticulate veinwork not masked by the tomentum, and, finally, in having the upper leaf-surface more densely velutinous.
